Does Azure have a recycle bin?
Azure also has a recycle bin. When you delete an object, that object is not permanently deleted. By default, that object will be in a recycle bin for 30 days.
Choose Boards>Work Items and then choose the Recycle Bin. If you don't see the Recycle Bin option, choose More commands … and choose it from the menu of options.
Recover a deleted account from the Azure portal
Navigate to the list of your storage accounts in the Azure portal. Select the Restore button to open the Restore deleted account pane. Select the subscription for the account that you want to recover from the Subscription drop-down.
To restore a soft-deleted blob or directory in the Azure portal, first display the blob or directory's properties, then select the Undelete button on the Overview tab. The following image shows the Undelete button on a soft-deleted directory.
There is also no single trash bin in Office 365 – each workspace has its own Recycle Bin. If you delete a file on a particular workspace, you will need to recover that file from the Recycle Bin in that workspace.
Navigate to the Active Directory Administrative Center (ADAC) either on your domain-joined workstation or on a domain controller. Click on the domain located on the left-hand side and find the Tasks menu on the right-hand side. Click on the Enable Recycle Bin option to enable the recycle bin as shown below.
Click on your domain name and in the "Tasks" pane click "Enable Recycle Bin...". Alternatively, right-click your domain in overview, and click “Enable Recycle Bin...”. The confirmation window appears, which tells us that Recycle Bin can only be enabled once without a disabling option. Click OK.
If you have been using a specific and dedicated resource group for Azure Arc-enabled data services and you want to delete everything inside of the resource group you can delete the resource group which will delete everything inside of it.
Select your key vault. Click on the "Properties" blade. Verify if the radio button next to soft-delete is set to "Enable Recovery". If soft-delete is not enabled on the key vault, click the radio button to enable soft delete and click "Save".

How do I restore a deleted file in Azure?
Select the file share to restore
In the Azure portal, go to Backup center and click Restore. Select Azure Files (Azure Storage) as the datasource type, select the file share that you wish to restore, and then click Continue.
When you enable container soft delete, you can specify a retention period for deleted containers that is between 1 and 365 days. The default retention period is seven days. During the retention period, you can recover a deleted container by calling the Restore Container operation.

- In the navigation pane, select Recycle bin.
- Select the files or folders you want to restore by pointing to each item and clicking the circle check box that appears, and then click Restore.
Locate Recycle Bin
Log into the Microsoft Portal (http://portal.office.com). Click on the OneDrive icon. Notice the Recycle Bin in the left navigation. Click the Files icon to see all of your files and folders.
In your Office 365 account, go to Outlook on the web. On the left folder pane, go to the Deleted Items folder and click on it. In the Deleted Items folder, find the message you want to restore and right click it. In the window that opens, use the Restore or Move options to recover a deleted item.

Active Directory Recycle Bin Benefits
By default, a deleted object can be restored within 180 days. This time is controlled by the Deleted Object Lifetime (DOL) which can be set on the msDS-deletedObjectLifetime attribute.
The Connect-MsolService cmdlet attempts to initiate a connection to Azure Active Directory. You must specify a credential, as a PSCredential object, or specify the CurrentCredentials parameter to use the credentials of the current user.
