Your credit/debit cards that you had previously set up with Apple Pay in the Wallet app are linked directly to your Apple ID. That information is not backed up on iCloud. For example, if you get a new iPhone and then log in with the your Apple ID, then you will be given the option to add the previously setup cards (under that Apple ID) by entering the requested 3 or 4 digit verification code (as you did when you initially set up the cards).
