I think your questions cross-posted with@fashunu4eeuh's answers. Reread his/her Message #4 above.

eBay software tracks both viewers and watchers of listings. If the seller has opted to send offers to those members, and the member has not blocked that kind of communication from eBay, appropriate viewers and/or watchers will receive the offer(s). The seller does not know the members' ids or email addresses.
