Yes, Dispel Magic works on the simulacrum. Malleable Illusion uses the spell's normal parameters, and your example is outside of the spell's normal parameters (a casting of the spell on a creature always produces the same appearance, no tailoring possible).

The simulacrum does not have any memories or knowledge (apart from the general stuff that the proficiencies would give) of the original. And it was as such during almost all editions of D&D.

For a cleric, one of those “statistics” is their Spellcasting feature which says: You can change your list of prepared Spells when you finish a Long Rest. So if a Simulacrum of a cleric can take a long rest it can change its prepared spells.
(The dog simulacrum won't be able to engage in small talk, for example.) Just be a little careful with it; if you give the instructions to "sit still and do nothing until person X is here" then it will follow those, and if person X is delayed by a week, the simulacrum might dehydrate and die.

As for "soul" there is nothing to say the Simulacrum lacks a soul and it does say it a duplicate of the original creature and basically the same except for the specifically mentioned differences. So, RAW the Simulacrum casts the spells.

The simulacrum feels slightly cold to the touch (owing to the face that a simulacrum is made of snow and/or ice) The real wizard always carries a certain magic staff, but the simulacrum is never seen with it.
