Email, social media (FB, LI, Twitter, Reddit), paid ads, and expert forums?

I am trying to reach a very niche audience (Data Privacy), and find it hard to find my audience through Facebook and, to a lesser extent, Google. LinkedIn is obviously very helpful but it's ads are very expensive.
