In my app: Safari, the Clear History button is grayed-out and I can’t delete the browsing history.

iPad mini, iOS 9

When there's no history or website data to clear, the setting turns gray. The setting might also be gray if you have web content restrictions set up underContent & Privacy Restrictions in Screen Time.

If you have history you are unable to delete , your iPad may be under MDM (Mobile Device Management) software from an employer, school, or similar; if the phone was set up by them or belongs to them. If that's the case, you may need to reach out to them for further instruction.
