Look he is the puppet master. He has no shadow, and in the tutorial there is no gale only the puppet master and pippet. Also when you are level 15 and you go to the academy pippet goes into the portal but when you go in you only see gale and the academy merchant. So the academy merchant is pippet and gale is the puppet master.
Pretty good theory but you actually do see Gale in the tutorial. Noot takes you to the academy where the cutscene between Noot and Gale starts.

That's not the tutorial, just a cut scene.
I've brought up this theory once as it has pretty solid reasoning, but it stirred a lot of Gale hate which is why I'm going to kindly ask for permission to lock the thread before it escalates.
