To solve this issue, the customer is expected to contact the electricity distribution company.
Improper Connection
Even If there is power supply to the meter, and the meter is powered, the connection might still not have placed properly. If that be the case, take note of your meter number and other necessary details, then contact your electricity distribution company.
Wrong Token
If you are unsure whether this might be a reason, you can try to purchase another token to confirm if it works or not. If the new token works, file a complain with the electricity distribution company on the grounds of invalid token purchased, They might issue a refund or rectify the token.
Smart Card
The smart card may need to be wiped gently with a clean dry cloth so that obstacles preventing it from connecting could be removed. Inactivated Meter
